I get an answer from IBM.
Our groups were with an ! at the beginning of the group. So the name was !sterminated_2003 for example. (The Consultants of Lotus did that 3 years ago).
But before 14 days I changed the Administrationserver and since the change the problem doesnt exist anymore.
I think it was the Adminserver change, but the groupnames or signs are recommended in this document "Guidelines and Restrictions to be Used When Creating Group Names" (#: 159161) from IBM, so I changed it too.
Maybe this will help in your case.
